Google Play Closed Testing Requirements Explained — 12 Testers, 14 Days, Production Access (2026)

The policy skeleton: who, what, how long

Personal developer accounts created after November 2023 must run a closed test before production release. The bar was originally 20 testers and was lowered to 12 in December 2024. Two conditions: at least 12 testers, opted in continuously for at least 14 days.

The mistakes everyone makes

• It's 14 days of staying opted in, not 14 days since install. When a tester leaves the program, their clock stops.
• Nothing happens automatically after 14 days — you must apply for production access, and Google reviews whether the testing was genuine (engagement, feedback, usage).
• If rejected, you strengthen the test and reapply. Having the same tester pool available for a retest saves weeks.
• Testers join via a Google Group or email list — an invitation alone doesn't count until the tester actually opts in.

Making your test look like a real test (because it should be)

To pass the production access review, your test needs to look like genuine usage — testers opening the app regularly, navigating screens, ideally leaving feedback — rather than 12 idle installs.
